I highly disagree with that theory because it was Kaneki’s decision to leave Furuta in power so that in the long term the CCG would implode on its self.

Furuta is indeed leading the CCG towards death. Ui is the voice of the CCG at the moment and he even predicted so from the minute that Furuta came into power. His intentions may even be exactly that, and may have been that way from the start. Uta even questions so, who Furuta intends to be delivering an end to, because at this point it might as well be both sides with the way he saps resources and medical care from the CCG as well as becomes increasingly hostile towards humans. 

However, the problem with Furuta’s so called method of revolution, and simply letting him stay in power is that he finds no valuable in life at all, and is willing to throw an enormous amount of ghoul bodies onto the pyre just so the flame will reach high enough to satisfy him. Even if it’s better in the long term for Furuta to bring about the collapse of the CCG, short term it means the death of 88% of the ghouls in one district. It’s a revolution being built upon the backs of ghouls, who were already suffering the most in the story. 

Of course this revolution is not unfamiliar in the story, Eto’s plan to create a savior for the figure of ghouls required first creating a villain who hunted ghouls mercilessly en masse. Nobody ever once stopped to think to suggest maybe that Arima simply turn to fight for the side of ghouls instead.

Aogiri too, while claiming to be fighting to unite all ghouls and liberate them also executed other ghoul gangs for doing something as simple as refusing to respect their authority and bow down to them. The point being that, the kind of people who are so damaged themselves that their hands can only cause more death, Furuta, Eto, Arima, are probably not the types who should be crafting the revolution that’s meant to bring life to ghouls.
