It’s definitely a possibility. Furuta calling out V and smiling to the sign of a giant kagune appearing and interrupting his plans seems a little bit odd.
Especially since in his own narration, Furuta for once seemed rather adamant on his own victory.
Since every member present including Hajime seems to know and participate on the fact that this is a raid of Goat’s unguarded base, while the one eyed king is absent and away, Kaneki’s return would seem to put a dent in his plans but Furuta is not at all bothered.
The thing is also Furuta is really not one of those smile and act composed when something unexpected apparently happens villains. He quite frequently overacts and loses it, such as yelling at Marude, running out the window, nimudashing away from Eto. All of those things are ambiguous whether or not Furuta predicted those interruptions in his plans, but he still overacted and overacted consistently in response to them. Never once have we seen him smile, in such a calm and menacing fashion when things go off track.
Which could suggest that this was Furuta’s intention all along to draw Kaneki here, as has been a common interpretation shared by many others, especially considering his bait line.
The real question is what exactly does Furuta intend to do with a lured out Kaneki. If this is all just a means to provoke him into taking the fight more seriously, and perhaps even slaughter the bureau chief, and possibly Suzuya or a member of his squad in front of all those witnesses, therefore escalating the fight in a way Kaneki will not be able to back down from.
It’s something hinted at not only in Furuta’s final boss speech, but also Kaneki’s sudden willingness to crush Furuta at the head something he’s shown reluctant to do even for the high level V agents who were mostly human and just incapable of making kagune.
It’s also something Kaneki wanted to avoid doing with the Washuu, even knowing that they were full ghouls running a breeding circle and profitting off of the mass slaughter of ghouls, he wanted to talk to them rather than destroy them.
Even if Furuta is a half ghoul though, killing him in front of everybody, especially Furuta’s most loyal fanatics is a definite statement on his willingness to kill humans because as far as the public knows Furuta himself is a human.
However, my one reluctance to commit totally to this theory is that Furuta’s eventual end has been foreshadowed to be brought about by Rize and not Kaneki.
Despite the suicidal degree to which Furuta’s character is hinted at having, he’s always shown to be quite particular about the way he dies. Furuta has been put into mortal danger about four times, Matsumae, Hinami, Eto and then against Scarecrow’s Gang. All of those times he simply could have died if dying was his only goal, but he seems to be incredibly particular about the method of his death.
Which is why the scene itself might be a trap. Considering the foreshadowing as well with Suzuya’s hatred for Furuta, and his reluctance to fight Kaneki directly (Touka and Hinami are different because they are ghouls he barely knows, as opposed to Kaneki who was different from even Kurona as he and Kaneki were friends, whereas Kurona and Nashiro looked down on him slightly in their academy days).
Considering the number of half ghouls running around Juuzou has personal ties to, Seidou, Amon and Akira a human who sides with Amon a half ghoul now mainly, this was a conflict of interest coming for him inevitably.
So here’s the thing, things that tend to be directly stated by the narrative like this are often setting up for subversion. Matsuri talked about how excited he was for being bureau head several times and then choked under the pressure when it came around to it. The narration told that there was no way that Kaneki would come back several times, and yet we see him possibly returning this chapter.
So that being said, it’s possible that Kaneki actually could bring about a change in Juuzou. I imagine it might work something like this, Kaneki and Juuzou fight, but Juuzou knowing Kaneki likely won’t kill him instead leaves a deliberate opening that Kaneki would be able to take to kill Furuta instead. That way Juuzou gets his cake and eats it too. He seems like he was following orders, and at the same time he gets to watch Furuta a man he thinks is rotten die by the hand of his friend without having to kill said friend.
Of course Furuta likely does not see Juuzou as that reliable of a pawn, so he likely was not investing in him, but rather Dragon. So when Kaneki takes the opening, bam, that’s when dragon drops.
Especially if the attack of Hinami and Touka was not enough to convince Kaneki to fight for the kill, if dragon itself is as I theorized to be a revived Shirazu, the pure inhumanity of that might finally provoke him. In that situation too, Kaneki himself would be effectively cornered by his own unwillingness to actually face and fight investigators head on, and go for the kill even when they are on his own doorstep. (Yet his total willingness to do so for ghouls, especially the ones he deems bad).
Either possibility is likely, though you can probably tell which path I think is more likely.
Initially I thought the narrative over the last 40 or so chapters was a mind fuck, with all the confusing messages that were impossible to decipher. However when I was recently reminded of one minuscule detail I was immediately given the feeling of several pieces falling into place, and everything started making a lot more sense.
Specifically, it was when Furuta mentions the letter “V”. Most people immediately theorized that Furuta was either referring to the origin of the kagune itself, or that Furuta was simply trolling (which he does a lot of). However I don’t think it was either of these things. First of all, we already know what the letter “V” stands for, it means Victory.
I personally think she’s going to be sleeping much of this arc, until the reappearance of Shirazu, in which case she won’t be able to opt out anymore (plus Urie may have abandoned her, Mutsuki may be captured, I’m not sure). However, in good news, I think it’s likely that if Shirazu is on the cover of this current volume (which I do expect) he may show up in the next few chapters (I wrote a theory on when he might appear that you can read here). There’s also the theory that Shirazu might be Dragon, and fact that Furuta is expecting to see Dragon soon… well.
Tl;dr: I don’t think we’ll have to wait terribly long to see Saiko even if it’s not next chapter that she shows up. Though given all the death and resurrection imagery with Urie and Mutsuki recently, and with Shirazu’s revival… I’m slightly scared for what will happen to Saiko when she does reappear.
TLDR; Hide may be thematically connected to the dragon, but it’s likely that the actual dragon itself may be Shirazu.
That’s something I still find to be the most likely case, considering also the end of the volume is coming up and if Shirazu is going to be on the cover for volume 13 then he’ll likely show up in the next two chapters or so.
However, Hide being tied thematically to the dragon and that passage about “dragons being controlled by magicians in legend” when Kaneki is reading post Lab Raid arc, makes me think Hide might be what eventually shows up to soothe the dragon rather than being a person behind it.
Especially since Furuta seems convinced the dragon is in his corner. That sheds doubt on my initial prediction that Furuta might have Hide show up controlling the dragon, because Hide showed up entirely in opposition to Furuta.
If the leadoff sayys “here the dragon will… kill me.” and Furuta really only cares about using Hinami and Touka as bait to incite Kaneki’s emotions, then I can see the dragon actually being Kaneki in the end.
Especially with the appearance of a centipede at the beginning of this arc, which could be foreshadowing for Kaneki’s completed centipede Kakuja. Also Nishiki’s mention of Kaneki’s option for buying himself more time being mass cannibalization, something a less mentally stable Kaneki might embrace.
Also as he both repelled Owl, and defeated Arima Kishou, Kaneki easily fits the definition of a ghoul who could beat up both Arima Kishou and the one eyed owl. There’s also Furuta’s suggestion at the beginning of the arc, that Kaneki become a horrible one eyed ghoul that humans and ghouls have to join hands to defeat.
All of this could be factors in Furuta’s plans from the beginning, or perhaps he’s hoping the one eyed king coming to gloriously kill himself the CCG’s ultimate end boss might finally bring enough of destruction to put an end to the squabbling.
Kaneki being the dragon is mainly @kingkishou‘s theory, I’m just embellishing here.
There’s also @midnight-in-town‘s theory that Uta is the one eyed king, or just in general that the original one eyed king is a Washuu that Furuta currently has in his pocket. If the original one eyed king is the dragon, as Naga’s are a form of serphent which are linked to dragons, then Furuta could be planning on moving him. Which would be why we only saw the shadow of the OEK’s destruction to the 24th ward as a prelude as the result of Ayato’s exposition.
If the original one eyed king was actually a Washuu reject, as many speculate, then that adds special meaning to Furuta’s choice to name him in honor of his Washuu bloodline. It means it’s specific foreshadowing that we’re meant to pick up that Dragon is distinctly Washuu related.
So yeah, as far as I know those are the three strongest Dragon theories right now.
Urie’s had pretty heavy knight imagery with his mask and sword/shield. Wonder if he’s the white knight that’s yet to make a move.

The Quinx Squad were meant to be a means of controlling Haise if he went rogue
so maybe we’ll end up seeing them all face off against Dragon Kaneki?

Imo Kaneki is probably Dragon. His kagune matches the Nagaraaj down in the 24th ward,
and when Furuta announced that he’d be calling his project dragon, it showed the three first-gen Quinx, which reminded me of the time Urie sat down with everyone and said that it would be their duty to “kill Sasaki” if he lost control when Arima is gone.
I have a long-running theory that the original OEK was a Washuu (or a creation of the Washuu), which is why Furuta said he’d name Dragon after his Washuu roots.

He also explained that the Washuu figured out how to control the masses by continuously creating enemies and taking them out. It boosts trust and thus grants the CCG more and more political power.
If there’s one thing that could make Kaneki snap at this point and totally throw away his pacifist approach to handling the CCG, it’s going to be the slaughter that just happened within Goat’s camp. Harm coming to Touka is just plain asking for Kaneki to follow in Arata’s footsteps.
